Noun Headlines

Last time I checked, verbs indicated action. That would logically imply that news headlines should contain verbs (because if they didn't, they wouldn't be reporting an action).

However, I've read the paper many times to find that the headlines don't contain any verbs! (Or rather, you can read the headline off as a series of nouns rather than a statement). Here are some of my personal favorites:

STRIKE HITS COUNTY
PRESIDENT VISITS UK
TERRORISTS ATTACK AIRLINES
BOMBS STRIKE IRAQI POLICE BULIDING
AFGHAN FORCE NEEDS TROOPS
FRESHMAN ACE ALCOHOL TEST
AREA MAN FILES ARREST REPORT
TOBACCO GIANT BREAKS YOUTH CODE
PAKISTAN ARMY ATTACKS MILITANTS
ITALY CABINET OFFERS PM IMMUNITY
